What is the CEFR or Common European Framework of Reference?

If you have studied a language, you have surely heard of the Common European Framework of Reference (CEFR), but do you know what it is?

The CEFR (Common European Framework of Reference) brings together a series of internationally shared parameters that define the level of competence in a foreign language. It is important to remember that this framework is used in Europe and for European languages, as, for example, in the United States another framework called ACTFL(American Council on the Teaching of Foreign Languages Proficiency Guidelines) is used, while in Canada the CLB(Canadian Language Benchmarks) is used.

The CEFR was created in the 1990s by the Council of Europe and arises from the need for institutions and companies to measure the language skills of a potential candidate. So, this framework is used in the design of language courses and official exams.

This structure, like the others, is based on a series of sentences that describe what a student can do with the foreign language in object.. For example, for B1 levels, you can read: “The students can produce simple and coherent texts on topics that are familiar to them or in which they have a personal interest. They can describe experiences, events, wishes and aspirations, as well as briefly justify their opinions or explain their projects”.

As we said, with these indications, language courses and official exams are set. It is an interpretation of skills in terms of grammatical, lexical, and communicative functions: the professor or the academic institution will plan the language course activities by translating these sentences into grammatical points, lexical fields, and funcional aspects. The skills that are assessed in an official exam are: oral and written production, oral and written comprehension, grammar, and cultural competence.

The levels described in the CEFR are as follows:

  • Basic level
    • A1 Initial
    • A2 Elementary
  • Independent speaker
    • B1 Intermediate
    • B2 Upper intermediate
  • Competent user
    • C1 Advanced
    • C2 Superior
